I am instructed by the Director of the War Trade
Department to refer to your letter of the 9th instant,
in which you transmitted copy of a despatch received from
the Governor of Hong Kong, relative to the prohibition
on the export of certain articles from the Colony.
I am to state for the information of Mr. Secretary
Long that Lord Emmott seee no objection, in view of the
strong representations contained in the second paragraph of the Governor'a despatch, to provisions being retained in List "C", in spite of the fact that it
will be possible for export to Dutch Possessions in the
East Indies to be continued.
